Egypt published a March 2026 Guide to its National AI Governance Framework, including four risk tiers that will inform a future AI law
Egypt's National Council for AI released Edition 2.0 of its National AI Governance Framework Guide in March 2026. It is a governance framework guide, not Egypt's AI Act.
Bottom line: This is not itself a binding AI statute. It is Egypt's March 2026 Guide to its National AI Governance Framework (Edition 2.0, Document ID EG-NCAI-GOV-FW-2026-02), and the Guide says its mechanisms will inform drafting of a future Egyptian AI Law.
Who this affects: Providers and deployers of AI systems that impact the Egyptian market or citizens, including foreign providers placing systems on that market, plus government and enterprise users named in the Guide's institutional scope.
Effective date: Guide dated March 2026 (Edition 2.0 Final Release). Authorization block dated 15 March 2026.
What changed: ECRAI published the approved Guide under NCAI auspices, setting five ethical governance mandates, four risk tiers, Dual-Check compliance language, and the institutional map (NCAI, ECRAI, SECC-ITIDA, NTRA/EGCERT, PDPC).
Analysis: Treat this as Egypt's current governance blueprint for market-facing AI, not as a finished AI Act. Map products against the Guide's tiers before you assume FRA-register or privacy-law duties are the only Egypt AI touchpoints.

What changed
Egypt's National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies authorized Edition 2.0 of the Guide to Egypt's National AI Governance Framework. The document control block lists Document ID EG-NCAI-GOV-FW-2026-02, classification PUBLIC, status Approved for Publication, and date March 2026. ECRAI prepared the Guide under NCAI auspices.
The Guide describes a Framework suite that includes the Framework itself, the National Guidelines for Trustworthy and Responsible AI, and future domain products such as Generative AI Risk Management, Child Protection in AI, and sectoral compliance manuals.
It adopts a "State as Orchestrator" philosophy and sets geographic scope over AI systems that impact the Egyptian market or citizens, whether developed domestically or overseas. It covers commercial supply and operational deployment across government and enterprises, including Traditional AI, Generative AI / LLMs, and GPAI, with stated exemptions for National Security, R&D, and Regulatory Sandboxes as provided in the Framework.
Five ethical principles are operationalized as governance mandates for government, enterprise, and community actors: Human-Centeredness; Fairness; Accountability; Security and Safety; Transparency and Explainability.
The Guide's risk model uses four tiers: Tier 1 prohibited / unacceptable risk; Tier 2 high-risk systems subject to Dual-Check conformity language; Tier 3 limited risk with transparency and labeling duties (including chatbots, emotion-recognition tools, and generative AI such as deepfakes); Tier 4 minimal or no risk with no additional Guide obligations beyond existing law. Classification outcomes are to be recorded in an AI risk registry.
The preamble states that successful implementation of the Guidelines, Standards, and compliance mechanisms will directly inform drafting of the Egyptian AI Law. That sentence is why this page is a SIGNAL, not an ACTION statute page.
Who is affected
Providers placing AI systems on the Egyptian market and deployers putting systems into service, including foreign providers whose systems impact Egyptian citizens.
Government entities, state-owned enterprises, and private organizations covered by the Guide's institutional scope. The institutional map also matters for counsel mapping Egyptian AI contacts beyond the FRA register already tracked separately.
Practical consequence for the US professional
Do not file this Guide as Egypt's AI Act. It is the current national governance blueprint, and the Guide itself points forward to a future AI Law.
If you sell or deploy AI into Egypt, open the PDF and classify the use case against the four tiers and Dual-Check language before you brief a client that "Egypt has no AI rulebook yet."
Keep the FRA AI risk-firm register row separate. That is a different instrument and event.
Cross-border duty hook
For Africa coverage, pair this with Kenya's ODPC AI Guidance Note and Kenya AI Bill rows. Egypt is publishing a risk-tiered governance suite while still pointing to a future AI statute.
Read the March 2026 Guide (EG-NCAI-GOV-FW-2026-02) as Egypt's current AI governance blueprint with four risk tiers, not as an enacted AI Act, and map any Egypt-market system against that taxonomy while watching the separate AI Law drafting path.

Four tiers: Tier 1 prohibited / unacceptable risk; Tier 2 high-risk with Dual-Check conformity assessment; Tier 3 limited risk with transparency and labeling duties; Tier 4 minimal or no risk with no additional Guide obligations beyond existing law.
Who owns the framework?
The National Council for Artificial Intelligence, Quantum Computing, and Emerging Technologies owns the Framework. ECRAI prepared the Guide. The architecture also names SECC-ITIDA for TEVV, NTRA/EGCERT, and the Personal Data Protection Center.
What should a US firm placing AI in Egypt do first?
Open the Guide PDF, map your system against the four risk tiers and Dual-Check language, and treat this as the current governance blueprint while watching for the separate AI Law drafting process.
